Banner for cookie law

Hello,
I try to insert cookie banner in two different way:
1) For this first solution I see one tutorial video...
I put the file cookiechoices.js on the root, I choose "no editor" (as the tutorial video say), I create e new module and I write this code:
I put this original code and second time I try to personalized it.
I set one module position, (I try to put footer position, and after saved the module I saw that footer height has increased)i set it show in all pages, I choose "no cache" in the module setting and saved. Result I don't show anything in my web site, only increased height in the footer. But position of the banner is set on the javascript file (TOP).
2) I gone to this site: silktide.com/tools/cookie-consent/download/
I put the file cookiechoices.js.html in the root, I personalized the banner and they give the code to insert before the <head> (I don't konw where and How). I try to put this code in module like the instructions above in point 1 but anything appear. So I try to put this code in component/banner/new banner and YES now I look the banner on my web site.
Can this one right this solution? (component and create banner)
One question... in a video tutorial one setting is to set the cache (in a module option) in: NO. But in a banner I can't set the cache, are there any problems?
I fear that some other device or computer does not see the banner and I get penalty.
3) If I go on joom, setting options at the bottom of the page there is:
Additional Scripts
Insert your Google Analytics tracking code or any other additional scripts here. They will be added before the closing body tag in the theme.
Is it possible to add here the code?
if yes, can I add google analytics code and cookie banner code?
4) In your site, web-kom.eu what's your solution for cookie banner? If you use a plugin, wich plugin?
